He holds a Ph.D. in Regional and Urban Planning from the Instituto Superior Técnico, a master’s degree in Environmental Management and Policy from the University of Aveiro, and a bachelor’s degree in Tourism from the University of the Algarve.
He worked at the Northern Regional Coordination and Development Commission in Porto from 2001 to 2014. In this capacity, he served as the lead expert for the Regional Tourism Agenda—Action Plan for Tourism Development in the Northern Region—and as coordinator of the Douro Valley Tourism Development Plan.
He served as director of the Department of Community Program Management at Turismo de Portugal (2014–2019), where he was responsible for regional development, the management of European programs, and the coordination of the current National Tourism Strategy—Tourism Strategy 2027.
He served as a non-executive member of the Board of Directors of the Côa Parque Foundation.
He was elected to the Portuguese Assembly of the Republic from the Castelo Branco district, specifically during the 14th legislative session, and served on the following parliamentary committees: (i) Economy, Innovation, Public Works, and Housing, (ii) the Ad Hoc Committee to monitor the implementation of measures in response to the COVID-19 pandemic and the process of economic and social recovery, and (iii) the Committee on the Environment, Energy, and Spatial Planning, where he served as coordinator of the Socialist Party’s parliamentary group on that committee.
Re-elected as a member of the current legislature, he has assumed the role of Chair of the Parliamentary Subcommittee on the Monitoring of European Funds and the PRR.
He served as an international expert at the Global Center of Excellence for Destinations.
He has been a professor of tourism at the Portuguese Catholic University for over a decade, teaching courses leading to academic degrees as well as executive education programs at the Católica Lisbon School of Business & Economics.
